It looks like a concept car because it seems to be missing some of the features required by the Department of Transportation (D.O.T.). For example, it doesn't have those goofy yellow/orange reflectors on the side of the car near the front and the back. Also, it doesn't look like it has any cornering lights.

That looks like the car that Ford motor company Brought to the FUN FORD event in Bristol TN in 2002!! it was estimated at 1 million dollars$$$$ just a concept car!!

Well, ya got me on that one then, because it looks exactly like the Ford Coupe of the 30's to me, which was known as the Ford 5 Window Coupe :) Just found this photo of the model :

I don't have any other info on that vehicle regarding its specific name, other than it's a Ford Coupe .. more specifically, a Ford 5W Coupe. Other model designations don't appear to apply to the specific car you pictured.
