1997 Blazer - 4wd vacuum switch

I just replaced the vacuum switch on the transfer case but now it is stuck in 4wd low. I pulled the three lines off the vacuum switch with the engine running and noticed that there is only suction in one line. Is there supposed to be suction in all three lines at all times?

The dash board 4x4 mode switch also no longer lights up nor does it respond when I try to switch between 4 & 2 wheel drive.

Any help is appreciated.
