97 Venture Rear Brakes

The original rear brakes always made a grinding sound. I had them cleaned and adjusted several time and the grinding never went away. I recently had them replaced and they continue to make a grinding sould when the brakes are applied. The noise is worse when they are cold. Is there a different shoe I could use?
