n/a b20 build up/ cam questions

gude has a wicked street head/intake/big bore throttle body setup for my car... 89 lude si w/b20a5.

question is, is this setup (everything is ported polished, the head, the valves, the intake manifold, the t body... ) worth 1600?
it is roughly 45hp in my car...

so...
if i were to price out cams and valve springs w/ new valves, etc, would it be cheaper to get it all put together?
or should i get the parts separate?
all i need is a new valve train, not even cams, so what is worth it?
i am also not looking to spend huge dinero if i dont have to.

and...
with the new head package, what would i be able to kick the redline up to? hmm... n e ideas?
