It feels as if there is a constant hesitation as if you were driving with the parking break on. He is putting Supreme 93 octane from Chevron

What is the center diff set at? If it's fully locked, it will have a bit more drag on the drivetrain, or in Auto mode there is a slight delay when it changes settings.

If he has a boost gauge check to se if it's building boost. one of his hoses may have come loose. Is it making any strange noises? It might just be bad gas. My buddy has a turbo civic and it runs like a bat out of hell. He went to the track one day and put the usual 104 in it and it ran like crap. come to find out some water made it's way into the gas. The same thing happened to me on my Hayabusa. No wierd noises just wouldn't pull.
Is this yours and your buddies first experience with a turbo car. Not trying to talk down to you or anything. just trying to find out where your coming from.

If it's new yake it to the dealer and let them figure it out. That's what warranties are good for.
