Dashboard Lighting - 96 explorer

I have a 96 ford explorer that is driving me crazy. The dimmer switch works correctly on the dashboard lights (but TURNS OFF other things). With the headlights turned off all works normal. The overhead temp and direction are at full brightness, the radio is at full brightness, the FWD light comes on like it should, the FWD LOW comes on like it should, the OD OFF light comes on like it should, and the speed control light comes on like it should. BUT --- TURN THE HEADLIGHT SWITCH ON and the overhead temp and direction are at full brightness then go off, then they seem to come on when there is a change in voltage i.e. - I touch the brake light, turn on the dome light...the overhead temp and direction come on at full brightness then go back off. When the headlight switch is turn on the the FWD light will not come on like it should, the FWD LOW will not come on like it should, the OD OFF light will not come on like it should, and the speed control light will not come on like it should. TURN THE HEADLIGHT SWITCH OFF AND ALL WORKS NORMAL.
I am thinking dimmer switch relay but do not have a wiring diagram. Are there two separate outputs from the relay? Are there two separate outputs from dimmer switch? Are there two separate relays? How about grounds?
