96 tdi buzzing dashboard

Somethime when I start the car it makes a buzzing noise in the dash and resets the clock and tripmeter. In the past it was due to weak battery, I have almost brand new one. with 105 cranking amps. I am thinking that there is a voltage regulator back thats going to need to be changed.
