Painting Situation

Ive got my Car painted....I did a base coat, and then masked off flames. I painted the flames and removed the mask. I do not have a huge ridge, but it is as if the flames actually stick out off the base coat. I mean, it is another layer of paint technically over top of the base coat, but how would i get rid of this. Im afraid if i try and use a cutter, that it will totally mess up the whole deal. Would several coats of clear take care of the "3-D like paint"?

What I would do in your case , is to put, as you mentioned it, a few clear coats (like 3 heavy ones) , then sand out(2000 grit) the remaining paint in the clear, thus making it even, then respray a last clear coat, because it you start sanding directly on the flames, they will get messy and wil vanish.
