best gpu?

ever since i sold my ps2, ive been playing more games on my computer. i just installed nfs underground, and everything is totally blocky. i cant even make out the menu options. i read the readme file and it says i need a minimun of a geforce2/radeon7500. i dont have anything close to that. i have a very oldschool ati aiw 128. from over 3years ago.
what would be the best card for my money? and i dont know if they all are, but this specific game says the card has to be directx9 compatible too.

probably no more than $200. im not looking for the best card ever. just a good one to get me by.
btw, heres a screen shot of what the menu screen looks like with my current ati all-in-wonder 128pci card.
is it a card problem, or a bad copy of the game?

k, sounds good. thats what i was planning on getting. i went searching around the ati and nvidia sites, and i was either planning on getting the 9800 or 9600xt

i would recommend these cards...
ATI Radeon 9200 128MB AGP Video Card
or
XFX GeForce FX5200 128MB DDR Video Card
because if you live in canada then the price of a ATI Radeon 9600 Pro 128MB Video Card is about $260-$290. And im pretty sure that the graphics look like that because of your video card. Also be sure to get a AGP Slot card, because they generally run faster and smoother.

Yes I would say it is a card problem. I had a similar problem with a copy of max payne running on a vodoo 3500. The text was all blurred and distorted, I swapped the vodoo with a G-force Ti500 and no problems since. Oh and I also encountered that same goofey text problem with a few of my flight sim games on the vodoo.
