Are you sure that's on the inside? I know that's a dumb quesiton...but most plastic lenses develop oxidation damage on the outside (my '98 did BIG TIME in Florida). Mine looked just like this. If it is on the outside, fix it by (in order):
-sand with #1500 grit wet sandpaper (and water)
-sand with #2000 grit wet sandpaper (and water)
-clean with a good plastic polish or cleaner
-apply a good car wax

Will look good as new.

I did have one car (a '93 Passat) where a lamp exploded inside the headlight bezel..put a dull bluish fog over the whole inside. There was no way to clean it since the headlamp hole was the only access to the sealed assembly.

Good luck!.

the buildup on the inside looks like a result of not having that bulb in. water and all kinds of dirt and grime get inside if the bulb isn't in. they are sealed headlamp assemblies. if it got this way while the bulb was in, then it is sneaking in from somewhere, and i would just suggest replacing it with another headlight assembly from your local pick-n-pull. that is, if it is on the inside. if jackson is right about the film being on the outside, then go with this idea. but it's a 97 and i would have a little problem believing that that the lens plastic was beginning to go bad allready. well, depending on where you live.
