idle problem

The other day my 87 cherokee idled at 2500 and wouldn't kick down. And when it did it would buck when I tried to accelerate. I found that when I would shut it off and restart it it would idle differant each time. Ive replaced every sensor and electrical part under the hood what could it be? :mad:
