85 with a 91 engine

Hello all,
I have just replaced the ailing engine in my 85 4x4 blazer. I went from a 2.8 Carb, to a 91 TBI. I had to replace the engine and transmission and the mechanics seem to work fine.
I found a slight problem with the wiring harness not having ECMB or ECM fuses in the fuse box, but that was taken care of.
So now I have power to the computer and power to the fuel pump relay. I can not get fuel. Fuel pump is verified good and it is a fuel pump tank and relay from a '91.
Looks like the relay is not being pulled in by the computer. Are there any suggestions why this would not get pulled in automatically in a key on 'run' situation?
