advanced timing chip

I hear lots of talk about advanced timing chips. I don't if they are the same thing, but on e-bay they have these "performance chips" that can supposedly add up to 10% hp to your car and they go for cheap...real cheap, I'm talkin from 12 bucks top a couple and change. Is there any truth to the 10% hp thing? are those Advanced timing chips? And most importantly, would it have any negative effects on the car?

Advancing the timing will give you hp. If the chip actually does that is anyother story. One chip plays with your TPS output and your ECU just thinks your pushing down on the gas harder than you are, so it feels more powerful without actually giving you more power. Another is a resistor that you can buy at radio shack for $0.25. You may have found a real chip, but for $12 I highly doubt it.

10% added power = 32hp on a stock VR4. Not bloodly likely. If there really were such a beasty, we'd have heard a hundred owners raving about it by now.
