from what i have read gto's are about 280 hp when the vr-4 here is 320

The GTO's in japan are "280" hp, I think there is some law about it, but dont quote me on that.

In Japan, domestic vehicles are limited to 280 horsepower and 180km/h top speed.
But many cars had been proven to have more than 280 horsepower.
280 is the biggest number they can put on paper.
Not sure if those are laws or just agreements between automakers
Like the Germans, where cars are limited to a top speed of 250km/h (except Porsche). But in Germany, automakers removes the speed governor "upon request".
