I am getting an 86 rx-7. The guy that is selling it put in a brand new engine from Japan because the old one had allot of miles and a broken oil seal. He says that the only thing that bothers him mechanically about the car is that it idles at a really high rpm (how high I am not sure) because it is still the original American E.C.U. and the engine fuel sensors are Japanese. I am a collage student and I know that this will increase the already high gas bill. would buying a new ecu do it? What is the best course of action?

Umm..That A-Spec ECU should run that J-spec motor just fine. Probably wont even see that much of a difference in fuel consumption, if at all. What is the car idling at? The idle speed is not entirely a function of the ECU.

yea it may not even be the ECU, could be something simple like the timing chain or whatever, hard to really know
