Is it possible to get a 95 Honda Civic EX sedan and the right modifications into mid 13's in a 1/4 mile?

It sure is, you can check over in the honda section for more info on how to do that. The easiest way to achieve those times would be to swap in another engine; however, you can also build up your engine.
