If you got the money to restore it first, sure. If not, it will just break down constantly on you.

It depends. It would make a good car for someone that understands cars (or wants to learn). But for most people, they would rather have the dependability of a modern car.

Yea... I was thinking about getting one for me once I get my liscence, and I think I know a good amount about cars and I definitely want to learn a lot more.

Its good to have a crappy car to learn on for the first 6 months to a year so that if you crash it, it won't be such a big loss. It takes a while to get used to driving so it might not be a good idea to get something really special right away.
