Looks kewl...is it technically an EVO without a turbo? the back and front look similar to the EVO8...

and...what kind of mods are needed to get the Ralli Art up to 200HP?

or at least 230HP (somethin similar to WRX)...i'm looking at either the WRX or the RalliArt...you can get both for about the same price...(used '02 WRX are as low as $15k)

what's best for buck?

Also...if you drop a turbo into the 160HP Ralliart...what's the improvement? how much gain would i get?

not similar to a evo at all, the evo is awd and uses a 2.0L DOHC Turbo I-4 276HP 4G63T the ralli art is fwd with a 2.4L SOHC MIVEC I-4 162HP 4G69

You are wrong: go with stage 1 and 2 (RRM CAI, Exhaust, ECU) you will go 14 second flat at least. This absolutely will beat WRX stock since it is 4wd. Memberber, Lancer is a very light car and the EVO known to be the most potent 4 cyclinder engine on this planet. in Japan, they compete WRX STI with EVO VII and the EVO beat WRX with no sweat. The North American Subaru was cheated and not in accordance to WRC (World Rally Car) rules. All WRC has to be Max 2.0 L engine. The Evo always maintain this standard 2.0 L Turbo-I4 and reaching 280bhp. However WRX STI North America model cheated by 2.5L Boxer turbo and unfortunatelly only reaching 300bhp on the paper (probably the same 280 on the dyno test). You can ask any mechanic or professional driver that known these two manufactures and I guarantee you that without doubt, Mitsubishi leading the class in 4 cyclinder class in the world. The most potent and the most stabil compact sport car and rally compatible ever created.

MAYBE that will be enough to beat a stock WRX. But you're talking about a modded car versus a stock car. Add a $20 boost controller to the WRX and it will be faster than your "stage 1 and 2" Lancer. The more power you add to both, the more the WRX will walk away. They really aren't in the same class at all, the only thing the Lancer has on the WRX is price. If you don't care about getting a used WRX versus a new Lancer, the WRX is a better choice for all forms of motorsport. The Lancer probably gets better gas mileage and stuff like that if that's more important to you. Anything can be made fast with enough mods, just get whichever you like best, not what's fastest.

The WRX is not 4wd by the way.

The JDM STi will not make 280hp on a dyno, and neither will an EVO. A US STi will get there if not very close. Do you know what you're talking about?

OK, now to add my 2 cents, cause thats all i got left.
I bought a lancer ralliart, wow it is an amazing car. Its hella fun to drive. The WRX wow, another amazing car, i love them both, but i think i just like ralliart more, and so does my wallet. :)

Every MODERN Subaru is AWD, not 4WD.

That's only since the mid-late 90's. Before then, there were plenty of FWD models.

There were 4WD Subarus in the 80's
