paypal dispute/internet fraud (desparately seeking help)

ok so here is my story andi hope this is the right place for it. and maybe i can get some help.
ok so im supposed to get these parts from this guy and i send him the money through paypal. he sends it back and says to send it to his friend at a different account. so i do stating it was for pistons rods and a flywheel. so a few days pass and no word(after sending multiple emails to the first guy) so i send the second guy an email acking him whats up with his friend. he tells me he didnt know the guys accept to the fact that the first guy bought an ECU off of him and had his friend send him the money.
i get pissed and tell him that i specified what the money was for and he did nothing about it(didnt contact me to see why it was for something other than the ECU). so i file a fraud complaint through paypal and he doesnt respond to their emails i assume. so they withdraw what he had in his account which was like $10 and send it to me saying that they conluded it was fraudulent or whatever and they couldnt so anything else accept give him a bad rep and he cant change paypal accounts til he pays me.
me theory is it is just one guy who thought he was slick and was going to beat me.
does anybody know if there is any other legal action i can take and how to do it (like who to go to) and what my chances are of getting all my money back (shit and maybe more cause its fraud) any help would be greatly appreciated.

Where are you?
Call up your local police station, normally there are laws that protect you from fraud. Also, is it in another state? If it is, cross state fraud can be hard, normally the police don't really bother as they have to deal with different jurisdiction and that's a lot of hassel, but first thing you'd do is call the police. If that fail, seek legal advice from a lawyer.
