I'm 16 and have a fully worked XR250 97 model, they are very cheap to run and will cost you $2500-$3000

i used to race a tm 400 it was so fast they banned it from racing the next year with a full 5 galon desert tank and alloy wheels and plastic fenders it weighed 260 pounds and made 50 hp at the rear wheel i quit racing and sold it i want another one but cant find one the bigger engine the better it will teach you respect for the bike and what you think you can do with it .be careful and dont get hurt

It is always good to have a little too much power than not enough.
You have a 400 quad, so you're used to respectable power. You need to decide if you want 2 or 4-stroke power. If you know some peeps w/different bikes, take em for a ride and see what you like.
When I was 15 I got my liscense on an XL100. When I turned 16 I went straight to an XL600---what a freakin rush that was--- I had a couple CR250s and I owned another thumper---I liked them all. My friends had quads and trikes, so I had seat time on multiple machines. For all-out thrashing, racing, and showing off, the CR250 was the best.
