I don't know a lot about engines either, but I would think the car is worth at least 1k the way it is... If it would cost too much to fix what's wrong with the engine, you could always buy another supra engine for it... Most people don't want that much for just the engine alone.

White smoke means a real good chance of BHG, depending on the condition of the head, if it was driven while it overheated, and the fact that it's been sitting for over a year with BHG, i'd say the head and block surface are trashed and will need some machining. It's bad, and good at the same time, having BHG (blown head gasket) means you don't have to wait for it to go. So you just start fresh and build it up right, it'll last 200K+ miles if you do it right. Do you know anything about building an engine or have any freinds that are experienced? If not you'll want to find a trustworthy machine shop to build it for you, and it's not going to be cheap, paying someone to do it. Without looking at it, i'm assuming the main things you'll need done to it are having the head and block surface machined and prepped (machine work prices are up to you to find local) for a MHG (metal head gasket) such as a greddy or HKS (about $130), you'll want to get ARP bolts or studs they cost about $85 (one or the other, doesn't matter). On the bright side the 90's are the more rare of the MK3, 92 being the rarest. I'd say you try and talk him down alittle since it'll need a rebuild, and maybe a new turbo too :iceslolan
