carburetor problems...

I bought this '83 accord junker, and after rebuilding the carb, found that the secondary barrel's throttle still won't open (it's vacuume actuated). Can anyone help me out with how they work, maybe just a vague idea of vacuume routing... I obviously overlooked something. Its so irritating to have a car that runs great, but spills gas everywhere
