90 Clutch / ignition switch

Is there a switch on the clutch that prevents starting unless the pedal is fully depressed. My 90 Cherokee is hard to start if i have the clutch pedal in all the way, but starts up right away when I have it in Neutral and the clutch pedal out. If there is a switch, is it on / near the pedal?
