Just buy some wheel cleaner and a brush. And why would you want to paint it blue?

After a while the brake dust settles in the rim - due to the rim getting VERY HOT. You could try cleaning it, but sanding & painting is the easiest way.

nono lol, I didnt mean paint my rims blue, i mean when you take the whole wheel and tire off theres like the silver thing and then the caliper. I wanted to make those blue, because they are rusty

The big silver thing is the brake rotor. You can paint the part where the rim touches(hat) - you could paint the rotor but, the minute you press the brakes its gone & will probably have a negative effect on braking(not safe)
Make sure to use HIGH TEMPERATURE PAINT.
