Antenna Base

I have a 94 Taurus wagon, the antenna is located on the right front fender,and is a fixed mast antenna,the antenna base is loose where it meets the fender, it appers that there is no access frrom the inside of the car or fender,or door jamb,could somone please tell me how to tighten it?
