Headlight bulbs

I'm going to buy some new headlight bulbs but I'm not sure which ones to get. I'm considering Sylvania Cool Blue and Silverstar. All I want is a fairly bright light but not illegal(blue), just one that lights up whats ahead of me better then stock does.

best brand IMO is PIAA...you pay a bit more but you get top notch quality..they also come with the DOT aproval code
