1999 Rear View Mirror Non-Functional

Just bought a pre-owned 1999 Suburban. Nice Price, Nice ride, but a couple of things don't work. Does anyone have any advice, experience, suggestions when it comes to non-functional outside rear view mirrors I dont' think it is in the switch because it will move the driver's side in one direction, but the passenger side is non functional.

Also the heated seats don't work.

Does anyone have any idea how to get the seat backs to be straight up?
