I would go with a 1.8 engine from an 83 GTI. I put an 83 1.8 in my 1981 rabbit convertible and it was fairly easy. (2 guys = one weekend) The most difficult part was moving the o2 control sensor control unit over to the 81. If you don't have one, get a Robert Bentley repair manual before you start. Your Jetta should use the same fuel delivery system and this will make the swap much easier. Make sure you label all connections before you start. And READ the repair manual. I found out the hard way, you lower the engine and raise the front of the car to remove the engine.
If your current engine sucks because you want more power, then I would suggest a 16v from a late 80s GTI. You will have to take the fuel and electrical components over from the GTI to your Jetta.
