Yes you can. You would need a set of 19"*8" or 19"*8.5" rims, you would also need a set of tires, 235/35-19 is recomended.

They should, but I don't recomend it.
You would end up with a load index lower than OEM with the narrow 19"*7.5" wheels. At least 19"*8" with 235/35-19 is recomended.
As for the offset and lug specs, it dependes on the wheels, but ET is probably 35mm and the lugs should be 14*1.5mm.

I have a 2000 jetta vr6 and it has 18x8.5 inche wheels with 225/40 rubber. Now the 19's are a bit overkill, dont you think. Do you have any idea how high your car will sit. I have the HR cup kit which lowered the front by 2.0in and th rear by 1.7in. I have a slight tire rub on bad bumps on the road. Thing is i have a 6inch ground clearance all around. Now with 19's you'll have a 7inch or more ground clearance. The suspension i have tucks the wheels nice and 19's in my opinion would look funny. Remember this is a jetta, not some japanese car on Fast and the Furious. Be reasonable, 19's are unfunctional and with all that rotating mass youre car would be slower and your speedo will be off. Im only stating the hard facts. 18's are rare on VW's, 19's are for show cars/garage queens.

I bought my jetta a month ago... I paid $10300 for an '01 GLS, 36.5K miles, sunroof, alloys with new tires and a spoiler installed. if by "standard" you meant a GL I'd say look elsewhere.

19's may be overkill, but thats what customizing is about...going the extra mile to stand out. Your speedo won't be off that much, and tire rub...minor set-back. If your up to it, you can re-work the inner fenders and be just fine. as for the 7 " of lift...You can always buy drop springs with more drop, or air-bags...
