Sliding door latch

The driver's side door on my 1997 cannot be closed (released from the full open position) with the outside handle. I must reach in and press the inside release. I also noticed that the outside handle doesn't seem to have it's full 'spring' back to the rest position. Sometimes I have to push it back into the door. Does anyone know what's going on with the latch?
