steering pump or water pump

1992 G-20 has a howl like a bearing is going out so I loosened the steering pump belt a little and it quit. So good i says took the pump out today what a pain, looking at my work I see the water pump. Now is it the water pump squelling and not the steering pump or visa a versa Im thinking? Also there is no coolant leaking
Any way to test to find out or am I just being cheap and should replace them both. 180.00 sterring pump 60.00 for the water pump
