It all depends on what you are looking to get out of your car. Look at
www.dynamicracing.com
www.3sxperformance.com
www.gtpro.com
and www.3si.org for information.
The first things I would recomend are intake, exhaust, and boost controler set at 14psi.

I (I) would actually get the exaust before the BC just cause you might need to let out more air when dealing with turning up the turbo thats just something i would do, but i personlly did exhaust first intake second then boost controler, but i don't think there is a certain order to do it in.
i know of a couple stealths that got the BC first.

I got a boost controler and left the stock exhaust. A boost controler will give about 2x the gain that an exhaust will, and only costs $70 with a gauge to measure boost.
As far as further mods. If you want to push more than 14psi you will need a better fuel pump, injectors, and a fuel controler. If you upgrade your turbos before you upgrade your fuel system I would drop the BC setting to 12 or 13 psi. With a 1G car you can datalog, and I would deffinatly recomend that while upgrading.

just to let you know i wasn't saying that exhaust was better, the BC can give like 60hp with a afc, exhaust was just the begining to the basics.
just clearing something up, it seemed as if you took me wrong

Didnt mean to make it look that way, I was just saying what I chose to do, and why. My reasoning was cost effectiveness at the time, and its actually costing me slightly more $$ now that redoing a lot of my car. There is always more than one way to do something, and thats all I was trying to point out.
In car tuning the only wrong way is the way that ends with broken parts, and even then you still learned something.
