88 Voyager Timing Troubles

1988 3.0L Timing marks on crank and on cam shafts are lined up where they should be. Timing is supposed to be set 12* BTC, The closest I can get is 11* but the engine is idling at 2800 rpm's, with no power at all. Solutions anyone???

Check your vaccum lines.
