I've got it on a 1995. It is probably a sensor, but I don't know which one. I am checking the obvious, fuses, wires, etc.
The Haynes book doesn't give many clues either.

Just trying to save it from the scrap heap. They tell me that Ford would fix the odometer for about $400.00. Evidently, it is digital and connected to the speedometer. If the speedometer works, it isn't a cable or sensor, its the odometer itself. It has more than this going wrong. It also has the hinges on the doors coming off, the stabilizer on the window is shot. Looks like I won't be getting $3000.00 for it anytime soon.
