New Rebuild won't start . . .

I've just installed a new short block in my 96 Sport Cherokee, 4.0, and it won't start. I have checked the compression (95 to 120 psi), the distributor placement (rotor on #1 at TDC of compression stroke), the crank and cam sprockets, firing order of new plug wires, fuel pressure to rail, spark plugs have fire, injector wires pulsing at about 2 volts (don't know what is right), all other wires and vacuum lines plugged to where they where they were on the old engine (#3 piston broke apart, although it ran fine, a little noisey). It sounds like it is not getting gas, but I don't know how to check what is happening at the end of the injectors.
Anybody have any advice?
