Question about Xenon package . . .

For the Xenon package, is it just special bulbs? Realistically could I get a 3-series without the Xenon package, but purchase and install the bulbs later? Or is there a special headlamp/housing that is associated with the Xenon package as well?

Reason for asking, I bought a E46 coupe and I want the Xenon headlights, but I dont have that option installed on my car.

No, the real xenon lights are more than just a light bulb.
Besides the bulb, there are also two ballasts, one for each bulb
For an aftermarket set of xenon, it cost around $300,
depends on the brand and color temperature you want.
the stock xenon lights also come with auto-leveling
