The seat belt retractor is located behind the rear side panels. This requires removal of the rear seat bottom, door sill trim. trim around the door. You should call your local dealer, I think ford has a lifetime warrantee on belts. What your problem is the seatbelt retractor works off cables and they get worn and jam. The door jam switch is what makes these work.
Good luck.

If your seat belts are behaving erraticaly, stop midway or any other way do not opperate correctly. Measure the Green and Black wire in the black pulg to the controll module located in the Left rear seat Panel . This wire comes from the fuel shut off switch in the trunk. It should measure OPEN or ZERO Ohms on your OHM meter. If it reads any resistance at all your fuel shut off switch has resistance from ground to the seat belt controll module, current will flow to it and the module will get false signals causing erratic behaviour.
I had to use a blunt screw drive to force the Red reset switch back to an "OPEN" condition. The switch is likely old and probable needs replacing but this did eliminate a false signal to the control module.
