Front wheel shakes when I hit brake pedal lightly

My Honda Accord 98 with 45K. Everytime I hit the brake pedal slowly (75% fully down) before the car comes to complete stop, I feel my front wheel shakes alot. If I hit my brake pedal harder then I don't feel much of the shaking. I checked brake pads (40% life). The brake rotors are not perfectly smooth. Should I need to resurface my brake rotors and change brake pads to get rid of the problem?

im guessing warped rotors..
if thats true, than id replace the the rotor and pad.

i had the same problem, rotors and brakes...also had it aligned and balanced which took all the shake out.
