zc help- Code 20

I just finished my zc swap into a 90 hatch dx and I can't get it started. When I turn the key nothing happens. I have a new battery and I've double checked the wiring. The ecu is throwing Code 20. I heard Code 20 is supposed to be electric load, like a bad circuit or sensor. Any ideas? Please help.
