94 Jetta GL Dash Lights Not Working!!

Hi, All
My bro just recently bought a 94 Jetta GL and it's in great shape execpt the dash lights don't work. I told him not to worry about it because I thought it must just be a fuse.
Well I started by testing the interior light fuse which was fine and then tested all 22 fuses which were also fine. The clock and odomerter work fine and light up and even dim on the dimmer.
The original owner told us that it was an $800 chip that controlled the dash lights but I just can't see that being true. Next weekend I am going to pull the dash to try and trace down the problem.
Can anyone shed any light on this (no pun intended) before I pull the dash!

I thought it may be a $2 fuse, but most likely $15 of bulbs from the dealer.

I just ordered a ton of stuff including some intrument panel light bulbs, some heater-A/C bulbs, 3rd brake light bulbs, air filter, oil drain plug and gasket, and an antenna mast.
Hey, I needed that stuff and why pay for shipping when you can always use a spare couple of bulbs?

Saved me a run to the "expensive" dealer an hour away round trip!

I changed my filter to blue so now my lights and clock is blue.
