Fuel Pump problem 1995.5 Rodeo

I have a 1995.5 Rodeo with a 3.2L engine that the fuel pump will not energize for two seconds when the key is turned on and will not energize when engine is cranking. All fuses are okay but relay does not click over. If I manually close relay the fuel pump will run. I check for voltage coming out of the computer and there is no voltage. Can someone assist me by telling me what is needed for the computer to send voltage over to the relay to complete the other side of the relay? The diagnostics said to replace computer but I have done that and still the results are the same. The car died suddenly when driving down the road. The car still seems to have spark. The car is manual transmission.....should RPM's be indicated on Tach when cranking engine...maybe the computer is not receiving a reference signal? Maybe oil pressure sensor or ignition switch? Any help would be greatly appreciated....Thanks again.

Figured out the problem. I noticed the check engine light was not turning on when I first turned the key. This to me signaled that the computer was not communicating with anything. I saw on the wiring diagram they have a ECM relay. I listened to make sure the relay clicked and found that it was a defective relay. The moment I replaced the relay..problem solved...check engine light turned on with the key in run position and then off and then the fuel pump activated for two seconds... I found it interesting that the car would start and temporarily run with staring fluid when the relay was bad...
