'02 Odyssey cigarette lighter help!!

I have a 2002 Odyssey LX with basic factory trim....No extra toys :(

Anyways, the vehicle did not come with any "cigarette" lighters, but do have "accessory outlets" in essence, these are the same thing EXCEPT (i guess) cigarette lighter still work with the van turned off and parked...the accessory plugs only work with the van running OR the ignition key in the accessory position. My delima is that I have my cell phone plugged into the "accessory" outlet and it never gets a full charge. Running around 5 mins here and 10 min there to the local stores, the phone does not get a full charge. This is the first vehicle I have ever had that has done this, other cars I can leave the phone plugged in and it will stay fully charged.
I would like to either convert my accessory outlet to a full time always powered "cigarette" lighter.. or add an aditional outlet that is always powered..
1.) which would be easier
and 2.) how would I do the easier of the two????

I am ready crawl on my back under the dash and find a live wire to make this work. Sometimes you want the acc plug to be keyed to the ignition, and sometimes you don't....
