claw thingy in 2fast2furious?

hey whats the claw thingy that they shoot at the cars to shut it down in 2fast2furious. i've never seen thows things brfore, is it even real? :sly:

all those things do is stop the car by screwing with the electricity. Yes, they're real and they're a street racer's nightmare.
