My bro just got a 2003 mustang with 20,000 miles on it. what should he do first. should he keep saving up his money for a supercharger or should he just go ahead and get exhaust and intake?

Exhaust and gears. He'll get more out of it than spending upwards to a grand on getting exhaust and getting it put on. Wait til he goes with heads and stuff for all that.
If YOU are interested in getting an 03 and up, wait til the 05 hit the market. They'll cut the prices on the 04s to where everyone will want one.
