More than likely your slider bar inside has broken or fell off. You'll have to get the door panel off and look inside.

now the problem is i cant get the back cover off I took off all the screws that fasten it but I can’t get it to move, and if it is the slider bar is there a way that I can remove it that will allow me to get into the trunk with the key?

Yeah if you find where it came off or what had broke. Some years of the Cherokee had a real pain in the butt system on the rear lock. It could be that too.

getting the panel off isnt gonna be easy due to the fact that there are about 4 screws that you cant get to when the liftgate is closed... those screws are located around the window... what i did was grab a pry bar and just snap the panel off the screws.. yes i know not the best thing to do but my liftgate works now and there was no other solution heh... also there are 2 screws in the panels carpet area that you might not see if you dont just feel around for the holes... once you get the panel off you should just have a insulation cover to rip off and you can get to everything to fix your issue... hope this helped

I have a 94 Grand Cherokee Limited, I have a similar problem every onc ei a while, here is what I do to open the liftgate. just push in on the liftgate and pull the handle and open it.

I would like to say thank you to every one that help me with this liftgate problem. This pass weekend after about an hour and a can of WD-40 and a few nice cute on my arm I finally got it open.
