93 keyless programming problem

Programmed both remotes. both "accept" programming I.E. flash twice, but only 1 will lock and unlock! any ideas?

Correct procedure is to immediately relock door switch and hold again till light blinks twice and locks cycle. This must be done within 20 seconds of programing first one and then must turn key off with 20 seconds of programming second one.
