Intermittent Blower on 330ix

The fan/air conditioning blower on my 2001 330ix sometimes will not turn on when the car is first started, and it may take several seconds, or minutes, before it eventually starts to blow air through the vents. I have tried removing and re-seating all of the fuses that are listed for heater, A/C, etc., but this problem persists. Can anyone tell me what to do? Thank you.

When your blower fails to start, have you checked to see if it will run on the High Speed position or will it not run on any speed setting? This sounds familiar.

The e36 control panel circut board has poor solder joints, sometimes taking it out and trying to re-solder them works, but mostly the control panel needs to be replaced. I don't know if this is happening on the e46 also.
