Coolant problem

Hi I'm new to this site but I have been reading it alot latley trying to find anyone with the same problem I have.
The problem is, is that my coolant tempurature when I am driving is only around 150 degrees and I have a 195 degree thermo stock. My car is a 94 with a 3.4 liter with 124,000 miles on it and I have no record of the service on the car's engine and what not.
I'm thinking that it might be the theromostate stuck open because the coolant never heats up to operating temp when i drive and when I am at a stand still ( idle ) the car reaches 210 degrees very quickly, but then the fan turns on to cool it down. The whole problem about this is that I am getting really bad gas millage ( about 200 miles to a tank) 16.5 miles to the gallon, so I'm not very happy about that. Anyone out their with the same problem or that can help me out.

sounds like a stuck thermastat drain a gallon of coolant out and remove the stat install new one.

Definitely sounds like a stuck T-stat.
