redline when starting up the car

I need help! I had this project car going and I can't figure out what is wrong with my baby. He got an engine swap and we put in a B18c1 into delsol vtec.(96 &94 respectively) We got an OBD1 ecu to go along with the newer motor too. We thought we put all the sensors and hooked up everything to see that when we started him up, he just shoots up to redline. We already checked to see that the throttle plate is closed. What else could be the problem? Any ideas?

I have no idea how it goes to redline w/no air, but all i do know is that it shoots to redline even with the throttle plate closed. any ideas where to check. i dropped the engine again to give it a once-over. i removed the intake manifold and found pieces of the old gasket still stuck onto the head side. i chisseled out the remaining and replaced it with a new gasket. could air have leaked in through there??

With no load on the engine it doesn't take much of an air leak to over rev it with a small amount of fuel. I would pull wires off several of the injectors before trying again-- let it run on 1 or 2 cyl first
