Has anyone done this before? (mine is a 1990 Cherokee)

Yep - The K&N FIKN filter. Comes with the tube, cold air dam and all necessary hardware. Easy to install in an afternoon. Great buy as well as a great performance enhancer. Seat of the pants tells me so! Actually smoked a Chevy p/u off the line the other day. Although I also have a Performance Distributors aftermarket ignition kit - ($189.00) - one of the best and cheapest mods I have done yet! .

I installed just a stock replacement K&N it smoothed out the power band quite effectively, and is quite a bit cheaper than the whole cone setup

otherwise, an over-bored throttle body will give you the most bolt on power you're going to find anywhere, and it only costs $200-350
